Six selected routes for disability support, accessible transportation, city-service information and family assistance. This guide includes a local independent-living center and citywide services available to Staten Island residents.
Support and accessibility contacts
1. Staten Island Center for Independent Living — SICIL
470 Castleton Avenue, Staten Island, NY 10301
718-720-9016
Local non-residential resource center for people with disabilities of all ages. Services include benefits and housing counseling, vocational guidance, peer support and independent-living resources. Contact the center to discuss needs, appointments and current activities. It is a support center, not residential accommodation.
2. MTA Access-A-Ride
Paratransit service across NYC, including Manhattan
877-337-2017
For eligible people whose disabilities prevent use of public buses and subways. Application and certification are required; age alone does not establish eligibility. For eligibility questions, choose option 4, Monday–Friday 9 a.m.–5 p.m. From outside the metropolitan calling area use 718-393-4999. Deaf or hard-of-hearing customers may use 711 or their preferred relay service. Trip service hours and telephone department hours differ.
3. Accessible Taxi E-hail
NYC wheelchair-accessible taxi requests
646-599-9999
Request an accessible taxi through the current city-listed route. TLC states that MTM Accessible Dispatch ended service February 28, 2026 and the service is now Accessible Taxi E-hail. Confirm fares and pickup arrangements when booking.
4. Mayor’s Office for People with Disabilities — city-service information
Citywide information; mailing address: 100 Gold Street, 2nd Floor, New York, NY 10038
311
Ask for MOPD or disability-related city-service information. Outside NYC, call 212-639-9675. The mailing address is not a confirmed walk-in service location; contact the office before visiting.
5. MOPD ASL Direct
Video service for American Sign Language users
646-396-5830
This is an ASL video-phone number, not an ordinary voice hotline. Connect directly with an ASL-fluent information specialist about city services and resources. Published hours are Monday–Friday 9 a.m.–3 p.m., excluding holidays.
6. INCLUDEnyc — help for families and young people
Citywide phone appointments and resource information
212-677-4660
Family educators help with special education, disability services, benefits and transition to adulthood. English line above; Spanish: 212-677-4668. Published hours: Monday–Thursday 9 a.m.–3 p.m. Call to schedule a phone appointment. A diagnosis is not required to call. The organization provides information and individual assistance, not legal advice or representation.
Before you contact a provider
Confirm eligibility, appointments, accommodations and costs. A support-center referral does not approve benefits or transport, and different programs have different rules. Published contacts and service descriptions were checked against official government and provider sources; telephone numbers have not been tested by calling.
