Starting September 30, 2024, the Social Security Administration (SSA) will implement a significant update to the Supplemental Security Income (SSI) program. This new rule, titled “Expand the Definition of a Public Assistance Household,” aims to make it easier for individuals and families to qualify for SSI benefits.

What’s Changing?

The updated rule revises the definition of a public assistance household to include households receiving Supplemental Nutrition Assistance Program (SNAP) benefits, even if not all members are receiving public assistance. This change is designed to simplify the eligibility process and reduce reporting requirements for those living in such households.

Key Updates Include:

  • Broadened Eligibility: The definition now accommodates households where only some members receive public assistance, rather than requiring all members to be recipients. This is a shift from the previous policy, which could limit SSI access for many.
  • Increased Payments and Reduced Barriers: More individuals may qualify for SSI under the new rule, and some existing recipients could see an increase in their payments. The update also lowers the reporting burden for households that receive public assistance.
  • Inclusion of SNAP: For the first time since 1980, SNAP has been added to the list of means-tested public income-maintenance programs considered in the definition of a public assistance household. This reflects a broader and more current view of means-tested assistance programs.

Why This Matters

This regulatory change is part of a series of updates designed to improve the SSI program. It aims to align with modern public assistance programs and ensure that SSI benefits reach those who need them most. Alongside this update, the SSA has also announced that it will exclude food value from SSI calculations and expand rental subsidy exceptions nationwide.
