Six housing-support contacts and offices: the two Homebase locations currently listed by HRA for Manhattan, plus tenant guidance, legal intake and Housing Court information. This is a selected referral guide rather than a complete list of housing services.
Start before a crisis: Homebase provides homelessness-prevention support to eligible low-income New Yorkers facing housing instability. Call the office in advance. Eligibility and assistance are assessed individually; contacting Homebase does not guarantee a payment, voucher or apartment.
Official Homebase program information
Manhattan housing contacts
1. Homebase — Washington Heights
SUS – Urgent Housing Programs, Inc., 516 West 181st Street, 4th Floor, Manhattan
917-492-1019
HRA lists this Homebase office as serving residents throughout Manhattan. Call in advance for an appointment and to confirm the current visit location. The number is shared with the East Harlem Homebase office.
2. Homebase — East Harlem
SUS – Urgent Housing Programs, Inc., 2322 Third Avenue, 3rd Floor, Manhattan
917-492-1019
HRA lists this office as serving all of Manhattan. Ask which office or remote appointment is appropriate for your household. This is the same program contact as Washington Heights, not a second independent hotline.
3. NYC Tenant Helpline
Citywide tenant-support and referral service
311
Ask for the “Tenant Helpline.” The city’s Tenant Support Unit can provide information and connect residents to housing resources and legal-service referrals. This is a shared city contact, not a direct Manhattan legal office.
4. Manhattan Legal Services — civil legal intake
Harlem: 2090 Adam Clayton Powell Jr. Boulevard, 5th Floor, New York, NY 10027; Worth Street: 40 Worth Street, Suite 704, New York, NY 10013
917-661-4500
Shared Legal Services NYC intake, Monday–Friday, 9:30 a.m.–4 p.m. Ask about housing or eviction-prevention help and whether the provider can accept your matter. The general Manhattan office number is 646-442-3100. Arrange an appointment before visiting; services depend on eligibility, case scope and capacity.
5. Housing Court Answers
Citywide Housing Court information and referral hotline
212-962-4795
Monday–Friday, 9 a.m.–5 p.m. Information about court procedures, landlord-tenant questions and referrals for legal or community help. The organization does not directly provide money for back rent; it may explain assistance routes or refer callers elsewhere.
6. Housing Conservation Coordinators (HCC)
777 Tenth Avenue, New York, NY 10019
212-541-5996
Housing and tenant-support programs. Call Monday–Friday, 9 a.m.–5 p.m., to ask about an appointment and whether your issue and location fit the program. The operator’s Monday organizer walk-in clinic, 2–4 p.m., is specifically for West Side Manhattan tenants. Confirm the current clinic calendar rather than assuming every service has the same eligibility or hours.
Prepare for your call
Explain your housing problem and tell the provider about any court date or deadline. Ask what documents to bring, which service can help and whether you need an appointment. Confirm the office entrance, language assistance and accessibility before traveling. If you already have an attorney, contact that attorney directly about your case.
Published addresses, contact roles and service areas were checked against the linked official sources. Telephone numbers have not been tested by calling. Intake and funding may change. This guide provides referral information, not advice about an individual legal case.
