Workers have started pouring the first foundations less than six months after the project’s groundbreaking, moving what New York officials call the largest private-sector construction project in state history into its vertical-construction phase.
ALBANY, N.Y. — July 9, 2026 — Micron Technology’s enormous semiconductor manufacturing project in Central New York has reached its first major construction milestone, with crews beginning to pour concrete foundations for the company’s planned manufacturing facilities.
Governor Kathy Hochul announced Thursday that the work began several months ahead of the original construction schedule and less than six months after the ceremonial groundbreaking in January.
“This is the largest private investment in New York State history, and it’s already delivering for New Yorkers, our state economy, and our local businesses,” Hochul said.
The milestone is important because it marks the transition from site preparation and earthmoving to the construction of permanent manufacturing facilities.
A Project Measured in Decades, Not Months
Micron plans to invest up to $100 billion in as many as four semiconductor fabrication plants, commonly called “fabs,” in the Town of Clay in Onondaga County. The full campus is expected to be developed over more than 20 years rather than through a single immediate expenditure.
When fully developed, the complex is expected to become the largest semiconductor manufacturing site in the United States.
The facilities will manufacture advanced computer memory used in data centers, artificial-intelligence systems, automobiles, mobile devices and other electronic products. Micron says its wider American manufacturing and research investments are now expected to exceed $250 billion through 2035.
Micron Chairman, President and CEO Sanjay Mehrotra credited federal, state and local cooperation for allowing the New York construction program to advance ahead of schedule.
“Reaching this milestone ahead of schedule reflects the speed and determination behind this project,” Mehrotra said. “Micron is proud to bring the world’s most advanced memory manufacturing to Central New York.”
Up to 50,000 Jobs — But Not All Will Work for Micron
State officials frequently describe the project as creating or supporting approximately 50,000 jobs. That figure includes direct Micron employment, construction jobs and positions expected to emerge throughout the regional supply chain and surrounding economy.
Earlier state projections estimated approximately 9,000 direct Micron jobs, together with tens of thousands of construction, supplier and other related positions. The larger employment figure should therefore be understood as a long-term regional projection, not as 50,000 employees who will immediately be hired by Micron.
The construction phase alone is expected to generate years of work for union trades, engineering companies, equipment suppliers, transportation contractors and small businesses.
For Central New York, the project could represent more than a new factory. A semiconductor complex of this scale could reshape housing demand, transportation, education, workforce training and commercial development throughout Onondaga County and neighboring communities.
Roads, Housing and Training Will Be Part of the Test
The New York State Department of Transportation is preparing an environmental review for transportation improvements near the Micron campus. State officials say the work will be designed to accommodate expected population and traffic growth in northern Onondaga County.
New York has also created the ON-RAMP workforce program, including a flagship advanced-manufacturing training center in Syracuse, to prepare workers for semiconductor and related technical careers.
Housing may present an equally significant challenge. Rapid job growth could increase rents and home prices unless the region builds enough new housing.
A recently announced regional housing initiative aims to support at least 2,500 workforce-housing units in Cayuga, Cortland, Madison, Oneida, Onondaga and Oswego counties.
The state and Micron have also established a $500 million Green CHIPS Community Investment Fund focused on workforce development, education, housing and community programs intended to help residents participate in the project’s economic benefits.
A Major Public-Private Partnership
Although the project is described as a private investment, it is supported by substantial federal and state incentives.
New York has authorized a potential incentive package worth up to approximately $5.5 billion over the life of the planned four-fab campus, tied to eligible investment and job-creation requirements. Micron is also eligible for federal semiconductor-manufacturing assistance and investment tax credits.
That makes oversight particularly important.
The central questions will be whether Micron completes the promised facilities, creates the projected number of permanent jobs, meets hiring and environmental commitments, and generates enough economic activity to justify the public support.
The July foundation work does not answer all those questions. It does, however, provide the clearest physical evidence so far that the project has moved beyond announcements, negotiations and ceremonial events.
Concrete is now being poured.
Why the Micron Project Matters Beyond New York
The United States has spent years attempting to rebuild domestic semiconductor manufacturing after becoming heavily dependent on overseas production.
Memory chips are essential to modern computing and increasingly important to artificial intelligence, cloud infrastructure, defense systems and automotive technology. Micron’s New York campus is intended to strengthen the domestic supply chain while reducing the country’s exposure to foreign production disruptions.
For Upstate New York, the opportunity is equally significant: the possibility of transforming an area historically affected by manufacturing decline into one of the country’s leading centers for semiconductor production.
The project will take decades to complete, and the most ambitious economic promises remain projections. But the start of foundation work represents a tangible and unusually rapid step forward.
New York’s $100 billion semiconductor promise is no longer represented only by renderings and press releases.
It is beginning to rise from the ground.
