Choose the right starting point
For permits, city services and business courses, contact NYC Small Business Services. For a business plan or financing preparation, ask SBDC or BOC. For mentoring, consider SCORE. For eligible small-business legal questions, contact NELP. The Chamber provides business connections and member services; confirm fees before joining or booking.
Many programs are free, but membership, events, professional services and financing products may have different costs and requirements. Counseling does not guarantee a grant, loan, permit, contract or legal representation.

City Bar Justice Center — Neighborhood Entrepreneur Law Project
NYC-wide program, including Brooklyn partner clinics; register before attending
Free legal support for eligible microentrepreneurs with limited economic means. Topics include business formation, contracts, commercial leases and intellectual property. Clinics require advance registration; intake and legal review determine the help available. This is the NELP project contact.
Before your appointment
Explain whether you are exploring an idea, already operating, seeking nonprofit assistance or looking for financing. Ask about eligibility, fees, languages, appointment format and documents to prepare. Confirm the exact office and floor: the two BOC programs list different floors, and the Brooklyn SBDC regional office is in Manhattan.
